Another thought would be a prison, an obviously larger piece it would be. It could contain towers, a yard and come with multiple minifigs and a couple transport vehicles as well?
Perhaps a 5 story parking garage?

I'd like to see some street vendors or merchants....
hot dog stand,
flower vendor,
bicycle rental,
newspaper/magazine stand,
shoe shine stand
- these could be in the form of small cart shops, kiosks or small free standing shop buildings. I prefer these over 'store front only' sets, although they would be welcome too.
In line with the limo (which I missed out on), how about:
Taxi
Animal Control (Dog catcher)
Delivery vehicles (pizza, UPS/FedEx type van)

Agreed, a flower shop would be nice, in fact a little open air market with a few stalls all in a set would be lovely.
Also a fountain like you find in big city squares, you could make it all pretty but put some families/bikes/prams/benches for a little bit of playability.
Some smaller city sets would be nice (rather than the influx of suggested franchised drive-thru America... :P) and if we're talking families kids anf prams, it's about time there was a proper lego baby mould!

I doubt some of the other items discussed would ever be considered. Lego will likely not put out religious sets, even if they include all the most "popular" ones. So church sets probably aren't on the horizon...even though it would be great if they made Westminster Abbey or Notre Dame. Also...a prison is doubtful...but would be cool.
However, it does seem odd that they don't promote a school, or courthouse since it seems to be a big theme in many lives. Seems like a good idea to me.
