Yes. The show is set in the age before the films (2nd Age?). It’s a prequel where Men have rings of power.

As far as any licensing goes, I haven’t seen anything announced.

The recent hub-bub was around a concept art/production art still that has a solitary figure outside of a city with the two trees in the distance. This is pre-First Age material, so who knows what creative license they have to include in the story.

I hope they have a few seasons mapped out for this series, concluding the the Last Alliance.

There is plenty of material and a few compelling stories to draw upon. But I have to admit, I have just about zero interest in Aragon's backstory. Other than some fairly minor mentions of tracking Gollum immediately before LoTR starts, I'm not enthusiastic about watching someone wandering about the northern forest.
