UPC off of boxes

I was looking on Craig's list today and there are a couple sets says the have damage boxes but he also says they have no UPCs. I was just wondering if any one knew why some one would cut off the UPCs.

    Guessing they were on a 'no -return' clearance possibly if a store was going out of business. First I have heard of a store doing this recently though. Unless it is some sort of thing sort of thing a store needs to do to appease some sort of requirement by the manufacturer or for tax purposes
