I found a Lego set in Goodwill, and found a strange contest sticker on it. Anyone know about it?

Found set 3179 Repair Truck in Goodwill, and found a large yellow sticker on it, taking up about 1/3 of the front box. It says on it: "LEGO CHALLENGE WINNER Per Se Energy" along with some information about the company. No information could be found on the internet about it, and I'm torn on whether or not to open it up. Does anyone know anything about it?
