is there a way to get more detail on sets that are limited availability? for example i want to collect all the city arctic sets and the arctic set 60064 is labeled as such but other than over paying on ebay i would like to know where i can get them.

Brickset usually notes the store exclusives in the info page of a given set. And there is always Lego.com

I would say be patient. Arctic is likely going to be out for at least 1 year and Amazon is likely to get most, if not all, of the sets. TRU or another retailer could hypothetically have exclusives, but Im guessing most will be available at Amazon and you will likely get a good deal on these via sales.

Most likely stores like TRU, Walmart and Target.

Yes, the larger ones in each country. In the UK it can be Tesco, Argos and Smyths.
