What to use to create custom minifigures?

I am creating a custom Lego minifigure for a college project:

I need to create my own designs on torso, head and legs how do I go about doing that.

What to I use to paint the Lego elements?

How to create a custom head mold for my character?

Below is a sample of my superhero and how I want it to look with the parts I have, any suggestions?

Waterslide decal paper (~£1 on ebay per sheet) plus some acrylic sealer for torsos or flat areas. Much better than paint.

Custom heads can be done from fimo or modelling clay. You can also get thermosetting polymer plastic beads that melt in boiling water that you can sculpt / carve - depending on your skills.
