I suppose the fastest way is to shop around on Bricklink, and find a reseller there which has all the minifigs you are looking for on offer, that is, if your main focus is on the minifigs instead of complete sets (like me). Note that on bricklink the Minifigs are often sold without their accessories. If you want to get all nine figs from the fellowship, and you are looking for complete sets, you have to buy all LOTR/Hobbit sets, since they are spread out over all sets. Sam e.g. is only to be found in the Shelob set, other figs, such as Gimli are included in several sets. Frodo is in several sets, but there are several versions of him with slight variations, having either different facial expressions, cape colour, or body decals and colours.

Want just the figures? Bricklink is your cheapest option.

You want the Fellowship by buying sets?
-Gandalf is in just about everything, including his own polybag (30213). 9469 has Gandalf and Frodo but is discontinued.
-79000 Riddles for the Ring is the cheapest set to get Bilbo.
-79008 Pirate Ship Ambush gets you Legolas, Gimli, and Aragorn in one shot.
-Frodo is in 5 sets, but most are discontinued. He also has a polybag (30210).
-Boromir and the other Hobbits have all only been in one set each, all of which are discontinued. You're likely not going to find those sets cheap. Might as well get them on Bricklink. eBay prices are pretty bad for minifigures.

I got the Mines of Moria, the Shelob set, and attack at weathertop to get most of the fellowship (that will get you all four hobbits, Gimli, legolas, Boromir, and Aragorn and Gollum to boot). Gandalf is pretty easy to get but I recomend an Unexpected gathering which will get you a Bilbo too and the best set from Lord of the RIngs and Hobbit. Some of these sets are getting harder to get and you may find it easier to buy figures individually, but Merry, Pippin, Samwise, and Boromir are each only available in one set (Merry in weathertop, Pippin and Boromir in Moria, and Samwise in Shelob)
