Why two versions of 9247 Community Workers set?

Why did LEGO release two versions of the 9247 Community Workers set? I understand one was released before the other, however, the two sets contain a majority of different figures. Why wasn't it numbered differently? I have a couple of the second version, but not the first. I want the first, but the price for it is pretty high. Just curious why such a short run.

    Great question. I also have 9247-1. Set 9247-2 came up on eBay a few weeks back and wasn't actually too expensive (less than the original RRP in fact). No idea why there should be 2 very similar sets under the same set number, although LEGO are well known to re-use set numbers.
