Paypal Conversion Rates

Every so often I have a few extra figs as I buy sets for parts and when I sell them, they tend to go all over the world..... This is the first time though I'm getting charged a foreign transaction fee of sorts - I think it's because the seller sent the payment in AUD rather then USD?? Does that make sense? It's kinda bad because it's 6.5% making it almost not worth it......

Domestic payments get charged 2.9% + $0.30. International payments are usually 3.9% + $fee depending on country, regardless of currency. I was surprised about this too as I require USD. I can't imagine paying a currency conversion fee on top of the 3.9% +. For really large orders that 1% can make a bit of difference.
